  • 1951-09 Reports – International Scout Chalet at Kanderstega) The Conference records with much satisfaction the Report of the International Scout Chalet at Kandersteg and of the Scouts' Alpine Club and the excellent service of this international scout centre; b) Requests all member associations to continue their support of this centre and particularly those countries which have been allotted a " National Room " in the Chalet to maintain their room with suitable fittings and emblems appropriate to their national culture and Scouting.
  • 1951-10 Registrationsa) The Conference welcomes the transfer of recognition and registration of its member association in India to: - The Bharat Scouts and Guides (male section); b) Welcomes the recognition and registration with the Inter- national Bureau accorded since the previous meeting of the Conference to: - Asociacion de Scouts de Bolivia, - Ring Deutscher Pfadfinderbunde, - Boy Scouts of Japan, - Asociacion de Scouts de Panama, - Turkiye izcileri, - Boy Scouts del Uruguay. c) Is pleased to accord international recognition and registration to: - The Boy Scouts of Israel. d) Extends to all these Associations its cordial good wishes.
  • 1951-11 Publications, Copyrighta) The Conference accepts the report on publications, translation and reproduction rights and exchange of Scout literature and recommends that this be used ·in the future as a guide to the procedure to be followed by the publications boards or commissioners and the Scout editors concerned. b) The Conference desires that in applying for translation rights of any of the Founder's fundamental books on Scouting the applicant country shall also inform the International Bureau so that the Bureau may approve prior to publication the translation into that language and consult any other country having that language. c) The Conference offers its cordial thanks to the members of the Publications Group for their services and this Report.
  • 1951-12 Panel on Rover ScoutsThe Conference thanks the Panel on Rover Scouts for their interesting Report and recommends this Report to the attention of those responsible for the Rover Section of its member associations.
  • 1951-13 Old Scoutsa) The Conference is convinced that Scouting is a whole. Being responsible for Scouting in its entirety, the Conference considers the world Scout Movement, to avoid any faction, must be represented solely by the International Scout Conference at a world level, with its International Committee and Bureau, and without any parallel organisation. On the other hand, being alive to the question of Old Scouts, the Conference has the duty to watch over their interests and recommends to national member associations that they foster the development of Old Scouts as much as possible. The International Committee is authorised to convene meetings for representatives of Old Scout bodies which are recognised in their own countries and with the object of sharing their experience and coordinating their efforts. b) The Conference thanks the Advisory Committee on Old Scouts for their services and requests the International Committee to keep this Advisory Committee in being for future consultation.
  • 1951-14 Visits Abroad, Hitch-hikinga) The Conference strongly condemns the practice of hitch-hiking, also of touring parties which seek to solicit financial help either from Scouts or the public in other countries, in the course of Scout travels. It is not within the sense of the Scout Law to do so at the expense of others. b) While genuine expeditions and the spirit of adventure are to be encouraged, any intended Scout exploration parties should be advised well in advance to the Scout headquarters of the other country(ies) concerned through their own International Commissioner, as a matter of courtesy and in order to ensure practicability of planning.
  • 1951-15 Visits Abroad, National ColoursUpon the recommendation of the International Commissioners, the Conference recommends that Scouts travelling abroad in uniform, either individually or in groups, should wear some national badge or colour flash, preferably above the shirt pocket.
  • 1951-16 Correspondence, Control of RequestsUpon the recommendation of the International Committee, the Conference recommends that all requests for Scout badges, books, equipment, etc. received directly from individuals or units by the Scout headquarters or units of another country should be referred back to the national Scout headquarters of that country, and that normally such requests should be made through individuals or units own national headquarters. Exceptions may be made to this general rule in the case where reasonable requests are made by Scouts who have been properly “linked” on an exchange basis, provided that the regulations as to issue of badges are not contravened. Where requests of this kind are received from countries having no recognized Scout association the International Bureau should be informed.
  • 1951-17 Correspondence, Chain LettersUpon the recommendation of the International Commissoners, the Conference condemns the practice of "chain" or “pyramid” letters which are considered to be of no lasting value and liable to abuse. In some countries such “chain" letters are prohibited by law or the postal authorities. It is recommended that any such communications be destroyed by the recipient.
  • 1951-18 World Friendship Badgea) The Conference thanks the United Nations Scouts for their paper, "Training in World Brotherhood"; b) The Conference recommends that training manuals or programme plans for boys of 14 and over of all Member Associations should include provision of periodic sessions for study or activity related to world affairs; c) Suggest that Member Associations consider the institution of a merit badge in world brotherhood; d) Requests the International Bureau to make available to Member Associations desiring it: i) Suitable material on education in world brotherhood, ii) A draft statement of requirements for a merit badge in world brotherhood, iii) Material for a training manual and programme plans for boys of 14 and over.
  • 1951-19 Scouting in Rural AreasThe Conference thanks the Greek delegation for their paper on Scouting in Rural Areas and requests that the International Bureau collect information from those countries having special provision or programme for Lone Scouts and Scouting in sparsely-populated regions for the study of those countries concerned.
  • 1951-20 Wider Use of the Scout MethodThe Conference thanks the Greek delegation for their interesting paper on " Wider Use of the Scout Method " and strongly recommends to member countries: i) the fullest extension of Scouting to mentally and spiritually distressed boys, ii) the value of Scouting methods among boys in corrective institutions.
  • 1951-21 National Camps, DatesWith reference to Resolution No. 35 (P:P:P), the Conference desires that this be amended and now read; The Conference requests that all associations organizing national Scout gatherings to which Scouts from other countries are invited, should arrange to hold such gatherings during the principal fairweather holiday season of that country and region.
  • 1951-22 Gilwell TrainingThe Conference records its firm belief in the immense value of Wood Badge training both for the training of Scouters and for assuring unified Scouting in future. The Conference further affirms its belief in the principles applied through this training at Gilwell Park, as a national and international training centre.
  • 1951-23 1st World Indabaa) The Conference accepts with much pleasure the kind invitation of Great Britain to hold the 1st lndaba as a World Open Meeting for Scouters in 1952, and agrees that the general form of this gathering should follow the proposals made by the International Committee. b) The Conference recommends that in planning the Indaba, provision be made within the programme for group meetings of Scouters of the various branches (including handicapped Scouting). c) The Conference accepts with great pleasure the kind invitation from Italy to hold the 3rd International Commissioners' Get-Together during 1952.
  • 1951-24A 5th World Rover Moot and 14th International Scout ConferenceThe Conference accepts with much pleasure the kind invitations from Switzerland to hold the 5th World Rover Moot and from Liechtenstein to hold the 14th International Scout Conference in those countries in 1953.
  • 1951-24B MootsUpon the recommendation of the International Committee, the Conference desires that: i) The Moots be open to members of the senior branches of recognized national associations. ii) At the time of the Moot, those attending, other than the due proportion of leaders, shall have reached their 17th birthday and not be over 25 years of age. iii) That the general public shall not normally be allowed in camp after 8 pm.
  • 1951-25 Regional EventsThe Conference WELCOMES the following Regional Jamborees which are now in preparation: - 1st Caribbean Jamboree, Jamaica, March, 1952; - Central African Jamboree, N. Rhodesia, August, 1952; - Pan Pacific Jamboree, Sydney, N.S.W., December, 1952; - Regional Jamborette for Handicapped Scouts, Belgium, 1953 (subject to the provisions laid down by the International Committee); and REQUESTS its member associations and their branches in the regions concerned to support these functions as fully as possible.
