Det var 400 deltakere fra 71 ulike land på denne 23. verdenskonferansen i WOSM.

Fra Norge deltok Rolf W. Erichsen, Odd Skumsrud og Odd Hopp. [2]

Norske minner

Protest mot giganteri Jamboreene var frem mot 60-tallet blitt forholdsvis store arrangementer, mye show og lite preg av å være speiderarrangementer. Derfor drøftet de nordiske landene på WOSMs 20. verdenskonferanse i 1965 muligheten for å arrangere en jamboree i Norden. Dette var første (og til nå eneste) gang at jamboreen var et samarbeid mellom flere ulike nasjoner. I 1971 besluttet WOSMs 23. verdenskonferanse i Tokyo at den 14. verdensjamboreen i 1975 skulle være på Lillehammer. [3]

  • 1971-01 RegistrationsWelcomes the recognition and registration accorded since the 22nd World Scout Conference to: Effective 7th August 1970 - Boy Scouts of Bahrain Effective 26th March 1971 - Federation nationale du scoutisme, Cameroon Is pleased to accord recognition and registration to: 12th August 1971 - Fiji Scout Association - Federation du scoutisme gabonais - Lesotho Scouts Association - Mauritius Scout Association Records with pleasure the establishment of and transfer of international registration to: 20th October 1969 - Association des Scouts du Congo
  • 1971-02 CancellationCancels with deep regret the recognition and registration of the "Asociacion de Boy Scouts de Chile", effective 14th August 1971, in accordance with Article V (iv), of the Constitution of the Boy Scouts World Conference.
  • 1971-03 Africa Scout ConferenceThe Conference welcomes the inauguration of the Africa Scout Conference and the election of the Regional Committee and believes that this body in cooperation with the World Bureau and its Africa office will prove a valuable means of stimulating Scouting throughout the Africa Region.
  • 1971-04 European RegionThe Conference notes with pleasure the formal establishment of the European Region and the establishment of the World Bureau regional office in Europe and welcomes the plans of the European Committee for the further promotion of Scouting throughout Europe.
  • 1971-05 Development Plan, Registration FeesThe Conference endorses enthusiastically the 5-Year Development Plan submitted by the World Committee, calls on all member countries to play a full part in putting this plan into effect and, in order to ensure its implementation, accepts the recommendation of the World Committee that the rate of registration fees as from the 1st October 1971 shall be US$0.05 per uniformed member, with a minimum fee per national organization of US$100.- per annum.
  • 1971-06 Regional TreasurersThe Conference agrees that regional treasurers be appointed by the treasurer of the World Committee after consultation with the Regional Committee and directs the Regional Committees be advised that regional treasurers so appointed will be ex-officio members of the Regional Committee and that, if necessary, regional constitutions and/or by-laws be amended accordingly.
  • 1971-07 Professional Scout ServiceThe Conference notes with pleasure the positive experiences throughout the world, where adult volunteer Scouters are in partnership with and supported by competent, trained professional staff, Scouting has flourished and grown in numbers and quality. Urges Scout associations without a professional Scouter staff to seriously consider the establishment of such support, in accordance with the principles and tenets of World Bureau Reference Paper entitled "The Professional Scout Service".
  • 1971-08 CensusThe Conference directs all national organizations to take census on the 31st December of each year and that the resulting figures be used by the World Bureau for calculation of annual membership fees. Where a national organization has traditionally used another date, special authorization to use this date for census and annual registration fee calculation may be given by the World Committee, on a case per case basis.
  • 1971-09 Relationships with Girl Guide MovementThe Conference records its appreciation of the long and cordial relationships which exist between the Girl Guide and Boy Scout Movements reflecting the inspiration of their common Founder and their like aims; reaffirms and emphasizes both the necessity and the great value, especially in this period of rapid social change, of frequent and close consultation at all levels of the two Movements, on all matters of mutual interest and concern so as to serve most effectively the youth of the world.
  • 1971-10 ChileThe Conference requests the World Committee to avail themselves of the service of the InterAmerican Scout Committee, individually and collectively, to redouble their efforts to bring into being a Scout organization in Chile acceptable to the World Conference.
  • 1971-11 Rural ScoutingThe Conference resolves that more attention be given to rural Scouting through the dissemination of more information material and the holding of suitable seminars on the subject.
  • 1971-12 EcologyThe Conference reminds all Scout organizations that our continuing concern for conservation is an extension of Scouting's out-of-doors activities and woodcraft training; calls for continued action for conservation of the whole environment because of its urgency and importance; encourages national Scout organizations to more intensive efforts and cooperation with other organizations working for the preservation of man's natural heritage.
  • 1971-13 TrainingEndorses the forward programme proposed by the World Training Sub-Committee in its Report and authorises the World Committee to ensure its implementation.
  • 1971-14 DevelopmentThe Conference calls attention to the problem of the role of youth in development, in view of its current importance; reminds leaders in the developed countries to inculcate in the Scouts an awareness of the problem of development; reminds leaders in the developing countries to devise the means whereby the Scouts can actively participate in the process of development of their countries.
  • 1971-15 World Conference, 1973Accepts the invitation of Kenya to hold the 24th World Conference in Nairobi in 1973 and conveys its thanks to all the countries which invited the said Conference.
  • 1971-16 World Jamboree and World Conference, 1975Confirms the decision to hold the 14th World Jamboree and 25th World Scout Conference in Scandinavia, in 1975, and records its thanks to all the countries which offered to be hosts to these world events.
  • 1971-17 Biennial Report 1969-1971Accepts and approves the Biennial Report of the Boy Scouts World Committee and World Bureau covering the period from the 22nd World Conference. [1]

Odd Hopp ble tildelt den internasjonal Bronseulven, "Bronze Wolf" og Svenske scoutforbundets Gustav Adolf-merket på hans fødselsdag under den internasjonale verdenskonferansen i Tokyo, 15. august 1971 [4] [5]
