Det var 34 land på denne 3. verdenskonferanse i WOSM.

Norske minner

I NSFs jubileumsbok Norske speidere, 1936, skrives det om jamboreen og konferansen:

Visstnok var landsleiren den alt overskyggende begivenhet i den norske speiderverden i 1924. Men sommeren bød på flere minneverdige begivenheter. I tiden 9.-23. august møttes speidere fra alle klodens land til jamboree på Ermelundssletten ved København, og nordmennene var selvsagt også med, representert av en gruppe på 16 speidere fra Trøndelag krets og 6 fra Buskerud. Gruppen blev ledet av vieespeiderohefen, med forbundssekretæren som næstkommanderende. Foruten dette offisielle hold deltok 13 ledere og speidere som en studietropp. Opholdet i denne «allverdens by», med henved 5000 innbyggere, blev en oplevelse av de store, ikke minst fordi verdensspeiderohefen selv var med. Den norske gruppe hevdet sig godt, meget godt - den tok førsteplassen i leirens fineste konkurranse, turn out, hvor et av hovedpunktene var den ånd som preget speidernes ferd, altså speiderånden. At guttene dessuten var best i slike ting som treklatring, stenkast og brødbakning, at de tok annen premie i leirrutine og at de tilsammenlagt fikk fjerdepremien i «verdensmesterskapet i speideridrett», var av mindre betydning, sammenlignet med førsteprisen i turn out. Den sa noe, og norske speidere i utenlandske leire har siden alltid, og med hell, søkt å hevde sig nettop der. Under jamboreen blev den tredje internasjonale speiderkonferanse avholdt. Som Norges representanter møtte Ragnv. Iversen, Erik Rasmussen og J. J. Skjerve. Baden-Powell opsummerte jamboreens resultat således: «Ingen kunde for 5 år siden ha forutsett hvad vi nu iakttok i denne leir - at gutter fra land som da var i fortvilet krig med hverandre, nu bodde sammen i leir og var gode kamerater. Bare dette faktum kunde være et ineitament til å fortsette arbeidet for å styrke dette kameratskap og føre speiderånden videre frem og ut». Og sammen gikk de mot nye mål, og deres motto var det forbundsrop Ragnv. Iversen laget for jamboreefarerne: Frem for land og folk og hjem! Alltid lenger op og frem! Op, op, op!! Frem, frem, frem! ^[2]

1924-10 Publications, Copyright – The Conference suggests that all official publications shall be interchangeable when there is no copyright, and with an indication of the source, with the right of free translation by the different Associations of the world of any article of their contents and of free use of their cuts.

1924-11 Patrons of Scouting – The Conference suggests to all Boy Scout Associations in the world that they should consider the desirability of troops choosing for themselves patrons from amongst the great men or women of history, and thus promote civic education of the youth in the spirit of the highest human ideals as conceived and realised by this or that particular race.

1924-12 Protection of Uniform, Etc. – The Conference resolved that an effort be made in all countries where Scouting is organized, to prevent or combat any unauthorized use of Scout titles, uniforms, badges or insignia, and likewise all attempts to exploit the popular interest in Scouting apart from the official purposes of the respective Scout organizations.

1924-13 Speaking/Writing in Foreign Countries – The Conference resolved that Scout officials be requested to consult with the Scout organizations of a foreign country, before accepting invitations to make public addresses or to write for publication in such foreign country on subjects involving an interpretation of Scouting or of its organization or methods of procedure, so as to avoid any possibility of friction or of embarrassment.

1924-14 Principles of Scouting – The Boy Scouts International Conference declares that the Boy Scout Movement is a movement of national, international and universal character, the object of which is to endow each separate nation and the whole world with a youth which is physically, morally and spiritually strong. It is national in that it aims, through national organizations, at endowing every nation with useful and healthy citizens. It is international in that it recognizes no national barrier in the comradeship of the Scouts. It is universal in that it insists upon universal fraternity between all Scouts of every nation, class or creed. The Scout Movement has no tendency to weaken but, on the contrary, to strengthen individual religious belief. The Scout Law requires that a Scout shall truly and sincerely practice his religion, and the policy of the Movement forbids any kind of sectarian propaganda at mixed gatherings.

1924-15 Relations with Youth Movements – The Conference, after having heard the speech of Dr. Nitobé, representing the League of Nations, instructs the International Bureau to consider the establishment of relations with the advisory committee for boy scouts, girl guides and youth movements of the secretariat of the League of Nations, in order to draw up a programme for mutual co-operation.

1924-16 Policy, Non-Military – This Conference re-asserts and emphasizes the non-military character of the Boy Scout Movement. The aims and ideals of the Movement are directed towards the development of a spirit of harmony and goodwill between individuals and between nations. (Re-affirmed 1963-16)

1924-17 Policy, International Recognition – This Conference desires to emphasize that in pursuance of the main object of the International Bureau, applications from national Boy Scout organizations for registration are not only welcomed but cordially invited. To preserve the essential unity of the World Boy Scout Movement and to ensure that the World Movement shall have as its unalterable foundation the recognition of Scout brotherhood, regardless of race, creed or class, certain conditions are essential. It is the sense of this Conference that the International Committee in adjudicating on applications for registration apart from compliance with ordinary conditions should in so far as possible insist: a) That where more than one organization exists there shall be a federation based on the common Scout objective. b) That there should be no discrimination as to admission to membership of fellow subjects or citizens for any reason of race, creed or politics. ^[1]
